Chartered Accountant Courses in the UAE, and the Title Behind Them
The UAE awards no CA qualification, and Chartered Accountant is a protected title. What a CA course in Dubai prepares you for, and what actually licenses you.

The UAE awards no Chartered Accountant qualification, so no course in Dubai leads to one. Chartered Accountant is a protected designation under Article 8(2) of Federal Decree-Law No. 41 of 2023 and may not be used without a professional licence from the Ministry. A course sold as CA in Dubai prepares you for a foreign body's exams, most often ICAI's, not for a UAE credential.

#Two different things those two words mean here
Almost every dispute about this phrase comes from the same collision. Outside the UAE, chartered accountant is a membership title conferred by a professional body — the Institute of Chartered Accountants of India, ICAEW in England and Wales, and their equivalents elsewhere. Inside the UAE, it is a licensed status.
Article 1 of Federal Decree-Law No. 41 of 2023 defines Chartered Accountant as the natural person licensed by the Ministry, and Article 8(2) states that the designation "shall not be used, unless the professional license is obtained from the Ministry." That is a rule about the words, not only about the work.
The work is regulated separately and more narrowly than people expect. Article 4 defines the profession as auditing, review and other assurance engagements — which means bookkeeping, accounts preparation and tax-return preparation are not licensed activities. Article 6(1) bans unlicensed practice of the profession, and Article 27 sets the penalty at not less than three months' imprisonment and/or a fine of AED 100,000 to AED 2,000,000. Read together: you may prepare accounts without a licence, you may not sign an audit opinion, and you may not call yourself a chartered accountant in the State without one.
The law's own title is worth getting right too — it is Concerning the Regulation of the Accounting and Auditing Profession, singular, and it repealed Federal Law No. 12 of 2014 at Article 39(1).
#So what is a "CA course in Dubai" preparing you for?
For a foreign body's syllabus, delivered locally. The overwhelmingly common case is the Indian CA, awarded by the Institute of Chartered Accountants of India, whose syllabus, examinations and articleship requirements are set in India and are unchanged by where you happen to study for them.
That produces a clean separation the marketing tends to blur:
- The awarding body sets the syllabus, sits the exams and confers membership. It is never the Dubai training centre.
- The tuition provider teaches towards those exams. It is a commercial service, licensed as a training institute by the education authority of the emirate it operates in.
So the question "which CA course in Dubai is best" is really a question about a tuition provider, and the question "is the CA recognised in the UAE" is a question about the awarding body. They have different answers and different evidence, and conflating them is how people end up paying for a promise nobody can keep.
Fees: why no figure appears on this page
Chartered accountant course in Dubai fees is one of the three queries this page owns, and we will not print a number. Tuition is set by each provider, varies by intake and delivery mode, changes without notice, and is published in no register we can read. The institute's own examination and membership fees are published by that institute in its own currency and are separate from tuition. Every figure on this site carries a primary source; a private training price has none. Ask the provider for a written fee schedule, and the institute for its exam fees, and treat the two as separate costs.
#Which chartered bodies UAE law actually names
There is exactly one place in UAE law where foreign accountancy bodies are listed, and it is not a general recognition list — it is an exam exemption.
The Programme Guidelines attached to Ministerial Resolution No. (111-2) of 2022, at Fourth: Approved Exams, clause 3, exempt holders of fellowships from six bodies from the first and second Emirates fellowship exams only, never the third:
- American Institute of Certified Public Accountants (AICPA)
- Institute of Chartered Accountants in England and Wales (ICAEW)
- Association of Chartered Certified Accountants – UK (ACCA)
- Canadian Institute of Chartered Accountants
- Institute of Chartered Accountants – Australia
- Saudi Organization for Chartered and Professional Accountants (SOCPA)
The Institute of Chartered Accountants of India is not among the six. That matters more than any other line on this page for the largest group of people searching it: an Indian CA is a serious qualification and a strong employer signal in this market, but it does not carry the exam exemption, and it confers no UAE status of its own.
The third exam, which nobody is exempt from, covers UAE tax and regulation — which is the Ministry's way of saying that no foreign syllabus teaches the local law.
#What CA is called in the UAE, and the route that actually licenses you
The UAE's own regulated status is the licensed Chartered Accountant under Federal Decree-Law No. 41 of 2023, evidenced by registration in the Ministry's practising auditors register. The fellowship credential behind it, created by Ministerial Resolution No. (111-2) of 2022, is the Accredited Chartered Auditor Certificate, and the status it confers is Fellow Member of the Emirates Association of Accountants and Auditors. There is no "UAECA" post-nominal in any primary text, whatever a forum thread says.
The Ministry's Auditor Register – Individuals service card sets out what registration requires: a bachelor's degree in accounting, or in another specialisation plus at least 15 credit hours in accounting courses approved by the Ministry; five years' post-qualification auditing experience, reduced to one, two or three years for non-citizens depending on how much of the experience was gained outside the State; a good conduct certificate; professional liability insurance in the firm's name; a valid EAAA fellowship certificate; and fees of AED 100 on application plus AED 4,500 for three years.
The fellowship exams themselves are three papers of 70 questions each at a 60% pass mark, running 150, 120 and 120 minutes, with six sittings a year and all three to be passed within two years of the first. Renewal runs on 30 hours of CPE a year, twelve of them from the Association.
#CA, ACCA or CPA: choosing without a ranking
We will not tell you which qualification is better, because the honest answer depends on where you intend to work and what you intend to sign, and any general ranking is somebody's marketing. What we can do is set out what each one changes in UAE law, which is the part that is checkable.
ACCA is named in Ministerial Resolution No. (111-2) of 2022 and carries the exemption from the first two fellowship exams. AICPA — the US CPA — is named on the same list and carries the same exemption; note that CPA Australia is a different organisation and is not on it. The Indian CA is not named. None of the three permits you to sign a UAE audit report on its own, and none of them permits you to act for a taxpayer before the Federal Tax Authority: that requires listing on the FTA Register of Tax Agents plus a licence from the competent local authority under Article 12(2) of Federal Decree-Law No. 28 of 2022.
If the goal is a UAE audit signature, the destination is the practising auditors register whichever qualification you start from. If the goal is a finance role, the qualification is a hiring signal and the market decides its value, not the law.
What chartered accountants are paid in Dubai
No accessible UAE salary survey publishes a band for "chartered accountant", and none is likely to, because surveys report pay by role and seniority rather than by qualification. The published guides that do exist are behind lead-capture or registration gates. We do not reproduce figures from blogs that attribute them to guides we could not open, so this page prints no band. The realistic route to a number is the role you are actually applying for — financial controller, tax manager, chief accountant — rather than the letters after your name.
